I read several books by 19th century political economist Henry George. He was writing at the same time as Marx and Engels but was not aware of their writings. In his own time George was an internationally renowned thinker. I incorporated Henry George's idea for a tax on the market value of land as a solution to our sad uneven tax program in a manuscript I wrote this past year while on sabbatical called "Antecedents of Development: Darwin, Marx & Nietzsche." George's argument goes something like this: no one owns the land (it's either a gift of Nature or of God) because ownership assumes that it was created through human labor. Land belongs to the community and since people already claim ownership of land George called for a tax as rent for the occupied land which he thought was a sensible and economically simple solution to taxation. Be clear it's not the same as real estate taxes because land tax is solely on the market value of the land not on any structures built on the land. George's proposal was to eliminate all other forms of taxes, including corporate and personal income taxes. Those punish capital investment and the industriousness of laborers. His plan would create incentives for being productive and making good use of the land, and ultimately benefiting the entire community.I wrote to three people about this land tax idea--US Representative Carolyn Maloney, US Senator Charles Schumer, and Paul Krugman, NYTimes columnist and Noble Laureate in Economics--and asked what they thought of it as a replacement for our present taxation program. Sadly no response has come from anybody. But when I mention the ideas of Henry George to students and others I converse with they are sometimes resistant at first but eventually are won over. If only President Obama would read a letter at bedtime with details of the writings of Henry George. Well a guy can dream, can't he?
A PERPLEXED PHILOSOPHER is a work directed at Herbert Spencer, the promoter of Social Darwinism which argues that the fittest will survive the struggle for existence. I recommend it and other works by George.
